一、How to Obtain National Health Insurance Qualification?
(一)Starting from the day of entry with a resident visa, it takes 6 months to be eligible for National Health Insurance (NHI) coverage (after living continuously for 6 months or having left Taiwan once for no more than 30 days, the actual length of stay is calculated by deducting the number of days spent outside of Taiwan). If a resident visa is not held, the calculation starts from the day of obtaining the resident certificate in Taiwan
(二)As each student enters and exits Taiwan at different times, the time to receive the NHI card will also vary.
二、How to calculate six months of residence in Taiwan?
Due to the legal basis for overseas Chinese students and students from Hong Kong and Macau to study in Taiwan is different:
(一)Foreign students with alien resident certificates (Malaysia, Indonesia): Entry date + 6 months.
(二)Hong Kong and Macau students with Taiwan resident certificates: Residence approval date by the National Immigration Agency + 6 months.
Example: A foreign student with an alien resident certificate entered Taiwan on September 1, 2019.
1、Continuous residence for six months.
Eligibility for NHI coverage: (September 1, 2019) + 6 months = March 1, 2020
2、If the student went out of Taiwan for 20 days during winter vacation (one exit from Taiwan for no more than 30 days within six months, with the actual period of residence calculated after deducting the number of days out of Taiwan):
Eligibility for NHI coverage: (September 1, 2019) + 6 months + 20 days out of Taiwan = March 21, 2020.
三、How to calculate the 6-month residency requirement for National Health Insurance eligibility if you have multiple entries and exits within 6 months?
(一)If you have multiple entries and exits within 6 months while waiting for National Health Insurance eligibility, as long as each exit does not exceed 30 days, the calculation of the 6-month period starts from the date of your last entry. (You can leave the country once within this period, but the duration of each exit cannot exceed 30 days.)
※For Hong Kong and Macau students who hold Taiwan's entry and exit permits, the first time they enter Taiwan is used as the starting point for the 6-month period:
Example:
First entry date: September 3, 2019
First exit date: November 15, 2019
Second entry date: November 29, 2019
Second exit date: January 13, 2020
Third entry date: February 12, 2020
Third exit date: July 1, 2020
※The dates for National Health Insurance eligibility are:
The first eligible date without leaving the country after the first entry:
(September 3, 2019) + 6 months = March 3, 2020
※The eligible date after the second entry:
(September 3, 2019) + 6 months = March 3, 2020 + 14 days out of Taiwan= March 17, 2020
※The eligible date after the third entry:
(November 29, 2019) + 6 months = May 29, 2020 + 30 days out of Taiwan = June 28, 2020
(二)In case of being out of Taiwan for more than 30 days during the health insurance waiting period, the calculation of health insurance eligibility will start from the last entry date and count 6 months from there (you can leave Taiwan once during the 6-month period, but not for more than 30 days)
Example:
First entry date: August 20, 2019
First exit date: January 17, 2020
Second entry date: March 1, 2020 (44 days out of Taiwan)
Second exit date: July 20, 2020
Third entry date: August 15, 2020
Eligible date for health insurance coverage:
(March 1, 2020) + 6 months = (September 1, 2020) + 26 days out of Taiwan = September 27, 2020.
四、What should I do with the overpaid health insurance premium?
The university collects 6 months' health insurance premium in advance per semester (5 months for freshmen). If a student does not enroll in the school health insurance due to reasons such as taking a leave of absence, dropping out, graduating, or working on campus, the Overseas Students Advising Division will send a notification email at the end of the semester to arrange a refund of the overpaid premium
五、Can overseas Chinese students (including Hong Kong and Macau students) with a Taiwan ID card enroll in the school health insurance?
(一)For those holding a Taiwan ID card, health insurance is required to be enrolled either with family members (direct blood relatives) or by personally going to the local township (or city/district) office or the local service center of the National Health Insurance Administration to enroll.
(二)If a student is dependent on their parents' insurance, they should be aware of the enrollment date starting from the day they have resided in Taiwan for 6 months.
