Revisions to the “Guidelines for Issuing Emergency Medical and Funeral Condolence Grants for Overseas Chinese Students Returning to Study in Taiwan”

The Overseas Community Affairs Council announced on August 14, 2025, revisions to Article 3, Article 5, and Article 9 of the Guidelines for Issuing Emergency Medical and Funeral Condolence Grants for Overseas Chinese Students Returning to Study in Taiwan.

The key updates are:
Article 3: Ineligible Situations Condolence grants will not be issued if hospitalization or death is caused by illegal acts or suicide.
Students are reminded to follow the law, pay attention to traffic safety, and consider attending safety seminars and obtaining a legal driver’s license.

Article 5: Application Deadline and Required Documents Required original documents (with Chinese translation if in another language): Hospitalization due to illness/injury: Medical certificate + hospital expense receipts Disaster or family hardship: Supporting documents Death: Death certificate Applications must be submitted within the same calendar year of the incident. However, if the incident occurs after November 1 or if hospitalization continues into the next year, supporting documents may be submitted in the following year.

Article 9: False or Duplicate Applications If an applicant submits false documents or applies repeatedly, the grant will be canceled and recovered. The applicant will be barred from applying for two years from the date of discovery. Cases involving criminal responsibility will be referred to judicial authorities
