Amendment to Regulations on “Foreign Technical Personnel” and Expansion of Job Categories Available to Overseas Chinese Students
To assist overseas Chinese students in understanding the latest regulations regarding post-graduation employment in Taiwan, the following information is provided for reference:
1.The Ministry of Labor has consolidated and amended the regulations formerly governing “Intermediate Skilled Manpower,” renaming the framework as “Foreign Technical Personnel.” The newly promulgated Regulations on Qualifications and Permit Management for Foreign Technical Personnel took effect on the date of announcement.
2.With respect to overseas Chinese students seeking employment in Taiwan after graduation, in addition to the previously permitted job categories—including manufacturing, construction, agriculture, slaughtering, long-term care services, and hospitality services—the following new job categories have been added:
-Diversified Companion Care Service Technical Work
-Cargo Handling and Consolidation Operations at Commercial Ports
3. The eligibility requirements, technical qualifications, minimum salary thresholds, and employment quotas for each job category are announced separately by the Ministry of Labor and shall be handled in accordance with the latest regulations issued by the competent authority.
4.Relevant supporting measures under the new regulations—such as employer change procedures, contract renewal processes, and employment quota limits—are available on the website of the Workforce Development Agency, Ministry of Labor.
