[Forwarded Information] Updated Regulations for Foreign Technical Workers in Hotel Services and Port Cargo Handling

The Ministry of Labor has announced amendments to the requirements concerning the qualifications, technical requirements, minimum salaries, and employment quotas for foreign technical workers. The amendments mainly concern the language proficiency and technical requirements for hotel service work and cargo handling and warehousing operations at commercial ports.

Language Proficiency Requirements
Foreign technical workers engaged in hotel services or cargo handling and warehousing operations at commercial ports must meet one of the language proficiency requirements specified in the announcement, including Chinese or English speaking or listening proficiency at A2 level or above. Additional Chinese proficiency requirements apply in certain cases where eligibility is based on an English proficiency certificate, passport, or internship experience.

2.Technical Requirements for Hotel Service Work
For graduated overseas compatriot and international students hired in Taiwan to engage in hotel service work, those meeting the technical requirements through training must complete at least 80 hours of training. Relevant tourism and hotel-service professional knowledge and technical training courses provided by employers have also been added as recognized training courses.

The Ministry of Labor announcement dated March 11, 2026 (Ref. No. 1150500719A) ceased to apply as of August 25, 2026.
