[Ministry of Labor Announcement] Promulgation of Amendments to the "Qualifications and Review Standards for Foreign Nationals Engaging in Work Specified in Subparagraphs 8 to 11, Paragraph 1, Article 46 of the Employment Service Act" and the "Validity Per

This matter is handled in accordance with the Ministry of Labor’s official letters No. 1140511647D dated July 30, 2025, and No. 1140511224B dated July 31, 2025.

The aforementioned regulations were amended and promulgated by the Ministry of Labor under Order No. 1140511647A on July 30, 2025, and Order No. 1140511224A on July 31, 2025. The key points of the amendments are as follows:

(1) Revision of the job descriptions for home-based caregivers and mid-level skilled home-based caregivers.
(2) Revision of the conditions under which employers hiring foreign nationals as home-based caregivers or mid-level skilled home-based caregivers may be exempt from submitting a professional assessment from a medical institution regarding the care recipient.
(3) Revision of the eligibility for foreign nationals employed as home-based caregivers to accumulate up to 14 years of work in Taiwan.
(4) Revision of the point-based system for calculating the maximum 14-year work period for foreign home-based caregivers, and adjustments to the language proficiency recognition criteria for mid-level skilled social welfare workers.
(5) Revision of the training course requirements for overseas Chinese and international students employed in the hospitality industry, including the addition of relevant tourism and hospitality knowledge or skills training courses provided by employers.
(6) Revision of the application procedures and required documents for the employment of foreign nationals in response to the aforementioned amendments.
